What she said: “Our senior criminal justice policy makers are incredibly bright and talented, but out of touch with front line delivery agencies. I want to change the way we work, so we create policy from the outside in”.
What we did:We initiated a change project in which senior policy makers were asked to go "back to the flooor" - in the back of police cabs, visiting prisons, and bring back specific learning to inform policy making; stakeholders came into Whitehall HQ to be listened to in ways that had never been seen or done before.
What happened next: people discussed these experiences, saw what was needed and challenged the Director to help them work differently. The project was noticed internally and became the cover story of a national magazine. The Senior Policy Director got promoted. Her way of working became best practice, and is now embedded across the civil service.
